Speed, licence & age

A legal Elektrokleinstfahrzeug is electronically capped at 20 km/h. You must be at least 14 and no driving licence is required. If your scooter exceeds 20 km/h it's classed as a moped and needs a licence class and mandatory helmet — and it's no longer covered by a standard Elektrokleinstfahrzeug insurance plate, so in a claim you'd carry full civil liability.
